Cry Me A River
In retreat, Rhine and Danube are exposing Europe’s past. But also a future where the world’s parched
Some crises are ‘best’ seen from space, others up close and personal. Europe’s drying rivers look scary both ways. Satellites show dramatically shrunk waterways, things feel extraordinary at individual eye level too. People are walking where they kayaked all their life. Record low water levels have laid bare sunken Nazi ships, an unexploded 700kg British bomb, centuries-old “hunger stones”, even the remains of an ancient mammoth. As if the retreating rivers are exposing Europe’s past, alongside a frightening future.
Rhine, Danube, Elbe…are also shipping lanes, industrial cooling systems, agri grid, sources of drinking water and energy. They are continental infra. As Europe’s relics meet a harsh sun, so do the assumptions beneath its prosperity. Turns out rainfall, rivers, groundwater, fertile fields…are not permanent geography but variable ecological phenomena. When world leadership pretty much binned the 1.5°C goalpost to head towards 2°C above pre-industrial levels, it was never going to be without consequences. And for all the fear factor of dried rivers, the groundwater story that people cannot see may be worse. Obviously, none of this is a Europe-only problem.
It’s no longer about one drought year, but about grim goings-on even in good rain years. University College London scientists have used satellite data to show that vast swathes of Europe’s water reserves have gotten depleted between 2002-24. Similar red flags abound in India. 2025’s Dynamic Groundwater Resources Assessment found the national extraction rate at 61% of assessed recharge. But there are huge regional differences, where many areas are beyond the 70% threshold, considered a critical limit for sustainable usage. A Punjab Agricultural University study reports, tellingly, that between 1998-2005 the state’s average pre-monsoon water table has dropped from 7.8m below ground level to 21m.
A do-nothing lot are always harking on the cost of solutions. Consider that many of India’s water-parched cities are coastal. So, investing in desalination now, no matter how expensive, like Chennai is doing, makes more sense than leaving it to zero-water day. Where we should get serious about counting costs is how a “development” project impacts the water ecosystem, and greenlight it only if it comes out blue at the end. Europe to India, we can no longer assume that any of our water supply is “permanent”. That means we have to effectively build a second water system to keep the one that Nature gave us alive. We have to “make” water from the sea, sewage, wastewater. And when we get rain, we have to catch it before it runs away.
