Reliance Jio tops mobile data download speed in Delhi, says TRAI report
Reliance Jio recorded the highest average mobile data download speeds in Delhi, says a latest Independent Drive Test (IDT) report released by the Telecom Regulatory Authority of India (TRAI). The assessment was condcuted by TRAI’s Regional Office in Delhi between December 15 and December 18, 2025, assessing real-world network performance. The drive tests covered 347.4 kilometres of city routes, 12 hotspot locations and 7.8 kilometres of walk tests. The exercise evaluated voice and data services across 2G, 3G, 4G and 5G networks, depending on technology availability, to reflect user experience in urban areas, public transport hubs, institutional locations and high-speed corridors.
Voice service performance in Delhi
The report shows that Reliance Jio Infocomm Limited (RJIL) achieved a Call Setup Success Rate (CSSR) of 98.36 percent in auto-selection mode across 5G, 4G, 3G and 2G networks. Airtel recorded a CSSR of 100 percent, Vodafone Idea Limited (VIL) recorded 99.64 percent and MTNL recorded 95.23 percent.RJIL’s average Call Setup Time stood at 0.59 seconds. Airtel recorded 0.76 seconds, VIL recorded 0.58 seconds and MTNL recorded 3.27 seconds. In terms of Drop Call Rate, RJIL recorded 0.36 percent, Airtel recorded 0.12 percent, VIL recorded 0 percent and MTNL recorded 6.60 percent.The Mean Opinion Score (MOS), which measures voice quality, was recorded at 4.44 for RJIL and VIL, 3.98 for Airtel and 2.75 for MTNL.
Data performance across networks
In data services, RJIL recorded an average download speed of 265.51 Mbps across 5G and 4G networks in Delhi. Airtel, on the other hand, recorded an average download speed of 168.92 Mbps, while VIL recorded 34.35 Mbps. MTNL, operating on 3G, recorded an average download speed of 4.40 Mbps.Average upload speeds for RJIL were recorded at 22.33 Mbps, compared to 25.54 Mbps for Airtel, 22.96 Mbps for VIL and 1.19 Mbps for MTNL. Latency at the 50th percentile was measured at 20.16 milliseconds for RJIL, 21.09 milliseconds for Airtel, 20.19 milliseconds for VIL and 22.06 milliseconds for MTNL.
Locations covered in the survey
TRAI said the assessment covered high-density areas such as Hauz Khas, Greater Kailash, Lajpat Nagar, Khan Market, Paharganj and Punjabi Bagh. Key public locations including India Gate, New Delhi Railway Station, Jama Masjid, Rashtrapati Bhawan and ISBT Kashmere Gate were also tested. Walk tests were carried out in Connaught Place and Chandni Chowk to capture network performance in crowded pedestrian areas.TRAI said the findings have been shared with all telecom service providers.
